It has no bearing on current rules and regulations, also, On4 could very well be operating without an FCC license. Such licenses need to be updated, current and in the name of the company whose CEO needs to undergo a vetting process conducted by an FBI background team.

I didn't even know about this, but from what I've been hearing, Steve Berman has a highly questionable background. That might explain some of the delays.
