When the doctor applied for contracts he most likely apply for it in his name but no gov't company will issue a contract under and soley in a persons name. It has to be given and incorporated with a company so while the contracts are in his name it is for AISS and follows who ever is in control. The only problem is that normally a contract can be renegotiated due to ownership. If the new owners can prove they are willing and able then the contract will stay in place.
