A/S being 7B has very little to do with current O/S. And likewise O/S with current float.
Companies increase A/S precisely when they intend to do what MCCU is trying to do, which is to grow through mergers and acquisitions.
While it 'makes sense' to think increase in A/S is in one-to-one mapping with size of float, the two have very little correlation except the fact that A/S puts a cap on what the float size could ever be.
Speaking of red flags, why is the news on share structure of "ORRV" a red flag for the share structure of "MCCU" and entity which officially will come into being after name change?
