Cliff would rather wait until these contracts are signed, sealed, and delivered before buying the stock. Speculation isn't a part of his vocabulary unfortunately, thus he may very well be one of those chasing the stock at much higher prices before he pulls the trigger. He will miss a substantial portion of the move up, but I suppose the bear market has taken it's toll on some here. I on the other hand have been a buyer recently, believing that the company just might be on the cusp of some very exciting and profitable opportunities.
