That is true, but they have been doing this for many years. OTC stocks are not monitored as closely as the big boys. The Feds just don't have the manpower to oversee all the MoMo's (and their little games) who are supposed to make a fair and fluid market. They can get away with a lot of nonsense if they feel like it. Sad but true.
