Inasmuch as organism is used to denote animals and insects and other organisms that are not plants, then yes it is unprecedented.
You are correct in that they do have some gmo corn since about 2014. But they have not approved any gmo's since. They have recognized the need for disease resistance and higher yields and still do not approve any new gmo strains. It is an extremely difficult political climate that is resistant to gmo adoption. There is even resistance to keeping the gmo corn they have even knowing of its value.
Wish the political climate on gmo's was different in Vietnam, but Vietnam still is seeking damages from Monsanto for agent orange.
These people are acutely aware of the possible dangers in gmo's.
It don't look good.
They should try a place where the going is easier.
