It's done purposely like that to give the illusion that it's not as bad as it seems. So when some poor soul decides to put in a buy at $1.10 when it gets manipulated to $1.60, it gives the illusion of a good deal. But than they soon realize there is no buying pressure whatsoever, and come to the conclusion they made a bad investment IMO.
