Someone posted a possible reason they haven't started harvesting yet on the AZFL FB fanpage.

Consider this...Registrant requirements under the CDA Industrial Hemp Program:

First, you need to be registered with the program.

Second, you are required to file planting reports and harvest reports each time you plant or harvest any plants.
A Planting report is due within 10 days of planting, and a harvest report is due at least 30 days prior to harvest. At this time, we would notify you if you are selected for sampling within the 30 days prior to your harvest date.

Lastly, The CDA has the right to inspect and/or sample at any time when you are registered with the program. Each year we select a portion of our registrants for compliance testing. Not all registrants are selected each year, but all registrants are subject to inspection and/or sampling at any time.

Volunteer testing to monitor your crops on your own is highly recommended as it is good farming and business practice to know whether you are in compliance with the law and to be aware of your plant materials levels, whether you are selected for compliance testing or not.

Volunteer testing (testing outside of the compliance testing done by the CDA) is not required. We do not accept outside test results in lieu of our testing when a registrant is selected. If they conflict, then our test would be the test that stands as we do not have control over the testing protocols when samples are taken by outside entities, or tested at outside labs.

So maybe they didn't test within the required parameters and are at a standstill because of it. I've heard that if a crop doesn't test within parameters, it must be destroyed. Hope I'm wrong.
