Yes, that's BMA Securities out of Southern CA and they typically represent a lot of the usual suspects (i.e. TOXIC lenders). Every time he goes low offer you know he's got a lot of stock for sale! It's going to be a hard push higher unless he's done (temporarily)! My guess is that he's got at least 100 Million Shares to unload since the $0.002s downward. If he clears then maybe it'll breath a bit or tick or two!
