Congress cannot ask the Pharmaceutical Co, or the Hospital, or the Orthopedic Surgeon to do the treatment at their expense. ALL costs would have to be covered by the patient themself. It simply would be made available if the Patient chose to pay for the costs.

All of this "treatment availability" problem goes away when the FDA approves the BLA or NDA making it accessible to every person that requests it.

All that needs to be proven for early FDA approval is (1) the safety to humans and (2) probability effectiveness in correcting the disease when no other therapy is available

I have not read the bill itself, but surely it would not exclude the use of therapy such as Keytruda, I-V injections taking several hours and more than one treatment by well-trained hospital personnel.
