With the giant purchase after hours, one must conclude that the money behind it is not dumb.
So it must be smart...
IMO then it becomes some sort of support, meaning 10.20 is a good starting value currently, based on what high net worth fund/traders are speculating. For any trade there has to be both a buyer and seller. So where did the huge block come from other than the company or a holding company willing to sell? What 100 million+ dollar entity threw its faith at NGL? Interesting indeed and imo, Seminal!

Thanks Golferman for posting the L2 after hours.
16:02 daily volume was around the daily average of 1.3+ mm units. On the day a more than a 2:1 sell to buy ratio. Typical Friday dynamic. Then came after hours...

Suddenly in 7 minutes after hours... the daily buy volume increased to 12,288,595 and yahoo lists the total volume as 14,388,454 units!
What does does that tell you guys?
