WronGGG again!!! He was AWARDED those shares at that cost basis. He did nott BUY them or PAY for them.

The company ISSUES restricted stock at a cost basis to him as compensation. These are nott employee options, they are ISSUED RESTRICTED STOCK. They have to have a cost basis assigned, and that's nott what was paid. He paid nothing.
