Historically monopolies have been more profitable than businesses that have to compete, so if the goal is a safe, secure GSE - this is for sure one way to do it.

I never heard much about monopolies going bankrupt or needing a bailout.

That whole 200 year experiment with Capitalism was probably a waste of time.
