If the SEC doesn't release claims made, then who gets to know they were filed?

Says who? The SEC cannot disclose the existence or non-existence of an investigation or any information gathered, everyone knows that.

The reality is that the offense is commonly found as part of a larger group of violations that often culminate In the filing of a formal SEC complaint.
