Who would represent the all lawsuit plaintiffs/shareholders and sign off on warrant execution as part of an agreement? That screws the shareholders.

I would think you'd have 2 parties and an arbitrator of some sort determining the outcome here and what group would allow(approve) the gov't to execute the warrants?
