Actually they would need to bring in 10K FEMA trailers and 10K homeless people. In order to incorporate they need to have 10K residents with 500 of them registered voters. Other than the 10,000 FEMA trailers having no running water, sewage or air conditioning I think it will work. You might be on to something there morongonbill? lol Hey the smoke from the bud they get from the vending machines can be used to cover up the stench created by no showers or sewage. wink
