that's the sec's way of saying suspected fraud. cann was not an sec filer so it couldn't have been delinquent. when a company is suspended for delinquency it is very specific about the delinquent period.

On November 30, 2016, a delinquency letter was sent by the Division of Corporation Finance to New Colombia Resources, Inc. requesting compliance with its periodic filing obligations, and New Colombia Resources, Inc. received the delinquency letter on January 16, 2017, but failed to cure its delinquencies.
