I am not sure how your questions relate to my comment but I will answer as I understand them.

I know of no connection between 4s and stock price, near or low term. Just a coin flip. I have tried to track per individual, company, etc. and never found anything. Never looked into the ownership box though so maybe that provides clarity.

For these stocks I look for a few things, volume signatures and then certain known pumpers to get involved.
