Kinda got my answer from Scottrade chat... I guess:

7:02:19 AM : AgentCindy Y.: That symbol is not able to be purchased because it has a no buy restriction on it.

7:02:49 AM : AgentCindy Y.: When there is an NSCC Illiquid Charge on a symbol, Scottrade does not offer it for purchase.

7:03:14 AM : AgentCindy Y.: We have no idea how long that will stay on that security.
