At first glance it sounds like this: "Since 2009, Tempus has won and led contracts with U.S. government in excess of $500 million."
This is what Tempus is trying to do, get investors to think that they have 500 million in contracts, because investors who mistakenly think that will end up inadvertently donating to the company executives. Since the statement they wrote is not legally a false statement and because this report has the forward-looking statements disclaimer, Tempus cannot be held responsible.
If I am not mistaken, those contracts were with a few other companies that Tempus has no affiliation with, but would like to slither next to for dubious purposes.
99% of penny stocks are pump and dumps, yet 100% of penny stocks pretend to be in the 1%. Contracts, patents, mergers, partnerships, and other such news are usually "too good to be true" and should be looked at in detail. The source should also be vetted.
