i'm ok with analysts trading or commenting on stocks, however if they give a target they should be required to not sell until that number is met.

Again you would not see $500 price targets on stocks like Tesla, etc..... We all have to remember these guys are trading large amounts so they easily move the market and if it even moves 5% they've made a killing,, so by quoting large spreads they easily hit their own personal quota.
