You cant short these penny stock. Brokerage margin requirement for penny stock is $ 2.50 per share. Example if you are going to short 10,000 shares then you need $25,000.00 to do that.

Any share price below $16.66 margin requirement goes very high.
So only MM with house money short these penny stock.
