1) you are not entitled to buy an equal amount of your holdings, but an amount proportionate to the offering. If you own 1% of all shares outstanding, you may only buy 1% of the new 36M on offer.

2) you don't place an order on the open market. Shares will transact through your broker with, I guess, some paper work involved.
