I think it's more the cost analysis. That is, is having a credit contract worth the effort when you are still building the subs to go with that? If the consumer base is not there, it might be wise to wait til that consumer load is there then go to the credit card contract. Ultimately it will happen in time but it maybe an unnecessary expense when you do not have the customer base to support that added expense.
