The company can only test coal that AES use. They cannot test coal from overseas at the AES location due to permitting restrictions. Hence why they are moving the plant to an independent location.

Whether a partnership exists or not with AES i guess time will tell. They did burn the companys processed coal. Also, the test facility processes between 2-3 ton per hour. It could not process what commercial demand would be via the test plant.
