If you read what the Fda stated they are saying nicotine reduction to none additive levels will be mandated, then it states in many articles that the mandate can come as soon as a year and not longer then 2020 but the word is already out from the fda. Saying that the big tabacco companies have ample time to put a new plan / process in place and current production is not affected. When it comes to big money such as the tabacco companies they always allow time for change that's why the reports are coming out now for a future change (mandated change)
