I agree about the funding, first thing you get started on is funding when your building any project. All the incidentals such as plans, permits etc come after you know you can secure funding based on meeting the required certain criteria. Jack goes in and says I need x amount of dollars to build a refinery, the guy says great idea, I like what you have accomplished so far, if you will meet and get XYZ then I will loan you the money. Happens all the time!!
