"Annotate" function --not working.

Hi all, a new poster here,

I wonder if any of you have had the annotate function just cease to work? And what you did about it. I went to internet options, thinking I would clear the memory, and was told that I am not able to access it--to see my system administrator. But that is me! There is no system administrator. I'm wondering if the last Microsoft upgrade did this to me. Anyone else experience this and are the two things connected?
