all the filings Finra requested have been filed- they filled the gap in 2013 audited financials that the former company was behind on, had never submitted, before they delisted in 2014 http://www.otcmarkets.com/edgar/GetFilingHtml?FilingID=9959431

on aug 9th the new owners of DOLV filled that gap http://www.otcmarkets.com/stock/DOLV/filings seems that gives Finra ample time to review and accept before the 25th.

and worse case if Finra had follow on question, is too slow in reviewing, and DOLV refiles- big whoop, $500 and Finra will already have complete file on their desk already.
