It was not "needed" until now. Out of sight out of mind. For the past 40 years it was cost prohibitive so they forgot about it. Now the aging oil refineries are in need of constant updating and upgrading. Then comes along the permian basin and fracturing delivering a different type of oil that requires a different type of processing. It is now easier and makes more economical sense to just start fresh. The big dogs are busy drilling ect ect.. bread and butter and all that.

I would not be surprised if one and or both happen. First, a big dog buys them out, 2nd A big dog does build one. One and or both of these could happen. Look at business idea all over the world, some small guy has a brilliant idea then sells it or the light bulb goes off and the big dogs start copying it. Happens all the time.
