Seems a bit childish. We might actually never know if the F-1 can be done soon, unless it's soon done. Becouse it can take longer time than it needs to take. Also you get two different things with cash dividend or payback loans/sharebuyback. The first will rise the pps and the latter will make most value for the long term.
