we're on a wreck as Kyle claimed, there is no way they would have let Area 2 expire. The lame attempt at the Final Report speaks volumes. They were told back in April by the BAR what they needed to do to be in compliance, and a few months later they tried the same BS with the incomplete Final Report.

If they on top of million$ why not spend thousand$ and secure both areas by being compliant?

The suggestion that was made that they're doing the right thing by not being compliant and that will lead to them obtaining a Recovery Permit is rather bizarre.
