Absolutely...I think Henry is hoping they walk away but they would be nuts to do so..

But Bio, lets look at this nicotine matter looking from the outside in. BTI's stock has been pummeled and is off again today. They are trying to digest the Reynolds deal and acquired a huge American cigarette seller. While some here think the FDA pronouncement is the first of many notices the BTI guys have to be very wary and are probably of the mind that the FDA is not going to change course and they can't take the chance that there is that small chance. BTI might be saying, we have the license so lets be the first to agree to sell VLN smokes. What we have here is a sea change for the tobacco folks. Maybe BTI wants to get out ahead of it. I doubt they would be able to buy XXII but getting the jump on the low nicotine race may be on their table? Be the "good" tobacco company and kill a lot less people???
