True, but Seymour and Diwan a petty thieves compared to Madoff. The SEC just doesn't have the resources to go after more than a miniscule fraction the thousands of microcap fraudsters out there. I mean, Madoff was getting away with something like $65 billion just before he was nailed. What's Seymour's and Diwan's combined total take going be? A few tens of millions of dollars?
