They don't have to but it makes for a stronger chart and foundation to support the rise up. Think of it like jenga. If you have gaps in the foundation then it weakens the tower.

I'm a firm believer in gaps getting filed in both directions on charts.

If you look at the chart the MM's have filled every gap down to .0005 to make it stronger.
