Somebody created an account awhile back that was set to mirror and repeat everything the real account tweeted. Then, once it accrued followers and had an audience, it decided to go rogue and do this crap.

That makes the most sense. Occam's razor, people. The simplest answer is likely the right answer. Why would they have TWO Twitter accounts saying the same exact thing all the time? That doesn't add up.
