Small Time Joe, the intelligent reason is that by not filing the current 10-Q due today BLTA falls even farther behind with the SEC and closer to facing suspension and/or revocation for deliquency.

What is astonishing is the contentment of being left in the dark regarding the financial state of BLTA for the last 17 months.
