Otc companies are on this exchange to issue shares ...

that is the entire nature of the otc.

1.5 billion shares may have been a lot 15 years ago - it is very middle of the road now and ACGX has $20 mil in revs to support the shares - unlike 95% of otc land which has no revenues or very close to it.
