If the DoD did nationalize this mine it would be very similar to how Hugo Chavez "nationalized" the oil industry in Venezuela and kicked out the multinationals without compensating them for building the infrastructure. I just don't see that happening in the US. I could see them backing an American company to build and operate it though.
