Of course you would have to apply and make some effort to obtain this so it really would only apply to the one's who were devastated but again if it was that small of an amount of money they probably would not bother. But he would seem like a hero just by offering and it would not cost him anything.
How would it be "a small amount of money" and yet "not cost him anything".
In addition, it's just not practical. It would be a distribution. Of something or other. And he'd have to go through FINRA to make it.
