The public has been going "green" for years now... connect the dots: we're waking up to pesticides, parabens, phthalates, etc. Stranger things HAVE happened... look at mjna legalization... regulatory measures CAN change... or be experimented with, at the least.

Gottleib knows XXII's tech works... he couldn't care less about the public dialogue phase... that's political talk for this is happening sooner or later...
