I agree with you 100% that you would think he would let the price rise.

However, think about it this way:

He went from 125m to 500m through diluting which means he gave himself 80% of the company back. He had 375 m shares instantly to sell.

Then, when it was .0040 per share, he went from 500m to 3.05 B giving himself 5/6 or 83% of the company back. 2.5b shares to sell at .0040 per share.

Johnny makes money whether this goes up or stays the same. He's slowly siphoning off shareholder profits though and taking them for his own.

That's the part that gets me.
