If OWCP had not signed those fake contracts, what would be the result? Would that prevent those mmj products from actually being produced? Doubt it since those companies are very capable of producing without OWCP.

So what is the point of those contracts? I'm guessing OWCP makes a very small generous donation, and in exchange gets to slither next to those big companies and hospitals and use THEIR accomplishments for pumping purposes.
