New apps Need New inputs. The Google Play account is a separate account, from anyone's bank account, worldwide. The bank account owner retains control over the bank account number. Since that is also the Google Play account owner, then the data is specific to the account owner. The account owner does not do the app. The internet provider does the app. The app owners, after the download, input the account information. The app owners have access to the information, and can involve others independent of Google Play.
