Google Play counts its ACCOUNT: With a device having installed an app--one time. Other android tablets and phones can access the account if the owner knows how(?) Not even all the Tablets are counted. The phones are not all counted. Even The Google chain-saws, are not counted(?). That is what the Mascale example has been showing.

Then go further. In Nigeria, yes the apps most likely are installed through the usual method of not accessing Google Play. Nigerian phones are not always Google Play capable. That's separate from the concept of a "Google Account accessible from different android devices." Only one of the devices gets counted.
