I think it was just put in as an option if they had to do it to get back to compliance. The stock is under heavy accumulation in this region. Eventually the sellers will run out of shares and it will pop. There are also 400k shares shorted that have to be bought back. The news is way too good to hold this back much longer. My guess is the RS never happens.
