OWCP has no IP and probably never will. Yes, they do intend to license their product, just as they have been intending to for a very long time.
The problem is that they are not even close to any licenses and they do not plan to have any revenues, as stated in their financials, the best source of information.

Without IP, they will have no revenues and the stock price will remain trash at best.
