25K, no way!!! You have to be an accredited investors with at the minimum 250K, I believe it is, before you have any hopes, if any, to short pennies, much less sub-pennies at that, using a margin account. And, the law prevents the use of any IRA or other retirement account from being used to meet any financial requirements required by a margin account.

Go call E-Trade and get yourself straighten out.
