If Hanks does it right, which he has done so far, there will be zero dilution. Once permits are a go, better financing is a given. He can pay off all pervious notes. He has made something from nothing at this point. He's used the notes so far to pay KP Engineering, Trinity Consultants, Vfuels, buy land, and put headquarters in Fort Stockton.
