I don't get the MMs

The price is running up to 0.0740 and then a buy price comes in at 0.0710! I don't have a clue how to run a marketing desk, but it is either 1) price manipulation where the MM keeps 0.0710 around until he can sell it with a buy or 2) a stupid seller lowers his ask price to 0.0710 because he would never want to part with it at 0.0740 - it's just too high of a price.

Anyway, the MMs are killing a day of momentum with this pricing. I have seen it before on many other stocks but never understood it.
